Biskupski said the internal investigation found Payne violated several city and department policies, including those pertaining to arrests, ethics and officer conduct.

The Salt Lake Police Department, in addition to firing Payne, has already put policy changes on blood draws into effect as a result of the incident.

In the police body cam video, Payne expressed repeated frustration after the nurse told him he would not obtain a blood sample.

Ms Wubbels's lawyer, Karra Porter, told the Deseret News on Tuesday: "If detective Payne does not believe this is a fireable offense, then I'm glad detective Payne will not be out on the street in uniform tomorrow". Payne was sent to University Hospital to collect blood from a man injured in a fatal crash.

A Utah police officer has been fired after he forcibly arrested a nurse who refused to let him draw blood from an unconscious patient in July.

Payne was also fired from a part-time job as a paramedic after he was caught on camera saying he'd take transient patients to the University of Utah hospital where Wubbels worked and transport "good patients" elsewhere.

"I think I owe it to the body camera footage", she said. 'Alex feels very strongly that her story would have never been told if it weren't for the body camera footage'.

In his letter to Tracy, Brown called him the "catalyst that led to the arrest".

James Tracy, a lieutenant who was the watch commander at the time of the July 26 incident, was demoted to officer. Police say he had a knife and threatened them.

Wubbels gave the officers a printout of the hospital policy for drawing blood and said their request did not meet the criteria.

"I am struck and dismayed by the discourtesy, disrespect and lack of consideration you displayed toward Ms. Wubbels", Brown continued in his 17-page letter.

Police Chief Mike Brown notified Payne of the termination in a letter, attorney Greg Skorda said. Indeed, I am deeply troubled that an officer with 27 years of experience would choose to pursue the course of action and behave in the manner that you did.

He similarly told Tracy that his judgment was "unacceptable" and unworthy of a leadership role in the department.

"Chief Brown took significant steps, and seems to understand the importance of regaining public trust", Porter wrote in a tweet. He wrote that Tracy had ordered Payne to arrest Wubbles for interfering with a police investigation "without fully understanding the nature of the situation". He gets five days to do so. In light of the investigation, the department made a decision to fire Payne, while his commander was demoted back to officer.

"We expected major discipline".

She said: "I will say that the level of scrutiny that this case received would not have been the case had there been no bodycam footage".
