Per the police report, Kelley refused to take a breathalyzer test after he was pulled over.

A redshirt freshman, Kelley had started Arkansas' previous four games before resuming his spot as the backup to Austin Allen in Saturday's 33-10 loss to LSU. He played in Arkansas' final two series of the game and completed 3 of 10 passes for 36 yards with one interception.

Kelley had logged considerable playing time for the Razorbacks after an injury to Austin Allen in the University of SC game.
