Four of the injured were in critical condition, including a pre-school aged boy who suffered a head injury.

Commander Russell Barrett from Victoria Police said that officers believe it was a deliberate act but added that "we do not know the motivation and it is still in the early stages of an investigation".

It is the second time this year that Melbourne, regularly ranked one of the world's most liveable cities, has been traumatised by a auto attack. Mr Patton said this was a 24-year-old man who was seen filming the incident on his mobile phone and found carrying a bag containing three knives.

Police arrested the driver, who was known to police for a history of illicit drug use, family violence and mental health problems. When the white Suzuki ended up crashing into a tram stop, around eight members of the public pulled the driver out of the auto, according to witness accounts. London has seen three such attacks this year, two linked to Islamic extremists and another seen as a reprisal attack outside a mosque, killing 13 people altogether.

Victoria Police are now attending the scene of the incident between Elizabeth Street and Swanston Street.

Police said the 32-year-old driver was the sole occupant of the white Suzuki 4WD at the time of the crash.

"We are all caught up in this". "We heard this noise and we looked up then we just heard bang, bang, bang and people flying everywhere". The man appears to be unconscious as officers slap his face and search his pockets.

"We could hear this noise, as we looked left, we saw this white auto, it just mauled everybody down".

Jim Stoupas, the owner of a donut shop at the scene, told Reuters the vehicle was traveling at up to 62 miles per hour when it drove into the intersection packed with people, hitting one person after another.

"Then we hear this thump...thump... the auto must've hit the tram stop in the middle". The police state that no motive has been identified.

These offences are not linked to the Flinders Street incident. It finally crashed into a tram stop and came to a halt.

In January, six people were killed and more than 30 were injured when a vehicle was driven up a footpath in Bourke Street, near the scene of Thursday's incident.

Sydney, Australia's biggest city, has also installed concrete barricades in its main pedestrian thoroughfares.

Police said officers have been deployed across the area and the site would be closed-off as a crime scene for some time.

"Following the Flinders Street incident in Melbourne, all players and management have been accounted for and are safe." the European Central Bank statement read.
