Protesters waved banners rejecting President Donald Trump's decision last month to officially recognize the holy city as Israel's capital and relocate the US embassy from Tel Aviv to Jerusalem.

"A suspect opened fire at an Israeli civilian in his vehicle" near Havat Gilad, east of Nablus, an Israeli military spokesperson wrote on Twitter.

"I was shot near Havat Gilad", the man said, before collapsing.

Asked about the construction plans, a US State Department official said there had been no change in policy on settlements and the Israeli government had made clear that going forward "its intent is to adopt a policy regarding settlement activity that takes the President's concerns into consideration".

Palestinians officials will not agree to resume negotiations with Israel before the United States annuls its decision recognizing Jerusalem as Israel's capital, Saeb Erekat, secretary general of the Executive Committee of the Palestine Liberation Organization (PLO), said on Tuesday.
