The House vote may not take place until some federal workers are already on their way to work Friday morning.

As the clock hit midnight, Office of Management and Budget director Mick Mulvaney immediately issued an order to close non-essential government operations.

Angered at the huge spending increases at the center of the deal, Paul delayed the vote for hours with a demand to hold a vote on an amendment.

Senate Republicans planned a procedural vote on a stand-alone bill to increase military funding for the rest of the year to demonstrate support for Trump's promised defense build-up.

Paul is protesting that the bill would usher in the return of trillion-dollar budget deficits. Senate rules usually typically allow a set amount of time for senators to debate legislation before voting.

Pence is set to lead the USA delegation to the opening ceremonies of the Winter Games in Pyeongchang, South Korea, Friday evening.

Paul, a Kentucky Republican, said the overall budget bill that includes the stopgap measure would "loot the Treasury".

Senate Republicans tried at various points throughout the night to persuade Paul to back down.

A senior official said the White House instructed agencies to begin shutdown preparations in the event that Congress is unable to pass the budget deal. "That's a commitment that I share", Ryan said Thursday.

Hoyer's overture comes as Republican Sen. The aide requested anonymity because leadership deliberations are secret. Trump is demanding significant border security investments, including his wall, massive legal immigration cuts, and changes to asylum law in order to approve protections for undocumented young people who came to the U.S.as kids, which could sink a deal.

"The Office of Management and Budget is now preparing for a lapse in appropriations". Lawmakers are facing a midnight deadline to keep the government open.

House Speaker Paul Ryan (R-Wis.) supports the measure, but many in his majority caucus have announced opposition to the bill.

The agreement, backed by Republican President Donald Trump, disappointed conservative House Republicans and outside groups.

That's according to Oregon Democratic Rep. Kurt Schrader.

House Democrats left a closed-door meeting on Thursday deeply divided over a path forward.

At midday on Thursday, the bill's passage in the Senate seemed nearly certain.

On Wednesday, House minority leader Nancy Pelosi, spoke for a record eight hours on the House floor, calling for a permanent measure that protects the almost 800,000 undocumented people, known as "Dreamers", who were brought to the USA as children.

This is the second time this year that the government has shut down. Trump tweeted after signing the legislation.

"It provides what the Pentagon needs to restore our military's edge for years to come", said Ryan.

Republicans were sheepish about the bushels of dollars for Democratic priorities and the return next year of $1 trillion-plus deficits.
