US Congress passes sweeping budget bill to end brief shutdown

The US House passed the bill on Friday in a 240-186 vote.

House speaker Paul Ryan urged congress to avoid a "second needless shutdown in a matter of weeks - entirely needless".

But the libertarian, failed 2016 GOP presidential contender and "wacko bird" - a moniker an angry Sen. For hours Paul held up a vote on the bi-partisan agreement brokered by Senate leaders.

"I want people to feel uncomfortable, I want them to respond to people who say: How is it that you were against President Obama's deficits and are now in favor of Republican deficits?"

Pelosi continued to press Ryan for a promise to bring an immigration measure sponsored by representatives Will Hurd, a Republican, and Pete Aguilar, a Democrat, up for a vote. "I can't ... in good faith, just look the other way because my party is now complicit in the deficits".

U.S. Senators Edward Markey and Elizabeth Warren voted "no" when the measure cleared the Senate 71-28.

As the clock hit midnight, Office of Management and Budget Director Mick Mulvaney immediately issued an order to close non-essential government operations.

The second shutdown in less than a month ended early this morning with votes in both the House and the Senate. Aides closed shop early in the night, with no comment on the display on the Hill. The President tweeted that "we were forced to increase spending on things we do not like or want". Vice President Mike Pence, in South Korea for the Winter Olympics, said the administration was "hopeful" the shutdown would not last long. In a "dear colleague" letter, Pelosi praised the new domestic spending in the budget bill, but added, "we can not allow our success in one part of the discussion to diminish our leverage in another". But if it is not passed, most federal departments and agencies shut down. This time it was a Republican's turn to throw a wrench in the works. Republicans might earn a bit of gratitude from voters who support a beefed-up Pentagon budget and see some helpful federal investment in their own backyards, as well as an end to a debilitating cycle of government shutdowns and dysfunction.

Sen. Rand Paul did not share the urgency.

"I didn't come up here to be part of somebody's club".

I suppose some would say that "intellectual dishonesty" is the essence of "bipartisanship".

The bill now moves to the House.

House Democratic leader Nancy Pelosi and others in her party had opposed Friday's bill because Republican House leaders would not guarantee her a debate later on bipartisan steps to protect about 700,000 "Dreamer" immigrants from deportation.

President Trump stated that March 5 would mark the end of an Obama-era program titled Deferred Action for Childhood (DACA) arrivals.

Republicans were sheepish about the bushels of dollars for Democratic priorities and the return next year of $1 trillion-plus deficits.

"It provides what the Pentagon needs to restore our military's edge for years to come", Ryan said.

Under Trump, fiscally conservative lawmakers have supported increased government spending. There's also $16 billion to renew a slew of expired tax breaks that Congress seems unable to kill.

"The Office of Management and Budget is now preparing for a lapse in appropriations", an OMB official said. "I'm confident we can bring a bipartisan solution to the floor that can get signed into law and solve this problem".

The budget agreement is married to a six-week temporary funding bill needed to keep the government operating and to provide time to implement the budget pact.

Their sweeping tax overhaul bill approved in December will add an estimated $1.5 trillion to the debt over 10 years, an accumulation of past years of annual budget deficits.

The agreement would increase the government's borrowing limit to prevent a first-ever default on US obligations that looms in just a few weeks.
