The fifteen Russians who were not invited to participate in PyeongChang despite the Court for Arbitration of Sport (CAS) having overturned their life-long doping ban filed a second urgent application to the court.

With the insufficient evidence found, all 28 Russian athlete's bans were lifted and their accommodations returned.

The IOC has complained the CAS rulings could "have a serious impact on the future fight against doping" and Bach says an appeal is being considered.

After the CAS decision, Russia's Olympic Committee requested that 13 active athletes and two who had become coaches be allowed to participate in the February 9-25 Games.

Even though the opening ceremony doesn't take place until Friday in PyeongChang, some events are already under way and the U.S. defeated their Russian counterparts in the new discipline of mixed curling.

Unless the International Olympic Committee revokes its rejection of the 15 Russians, however, the previously suspended athletes figure to stay home rather than travel to South Korea.

A court hearing over their appeal was adjourned on Wednesday as the row over athlete participation continues to surround the build-up before the Games begin on Friday.

The Olympics come about five months before Russian Federation hosts the other major worldwide sporting event of 2018, soccer's FIFA World Cup.

Selling the remaining tickets — which included some for the opening ceremony, usually one of the most coveted and fastest-selling for any Games — is one of the committees main priorities as games start gets closer, Lee said. "There's time to allow these athletes, who have been cleared, who are innocent, who have been shown to be innocent by the CAS, to compete".

A special International Olympic Committee panel "agreed the decision of the Cas had not lifted the suspicion of doping".

The Russian athletes have to compete as neutrals in PyeongChang.

"They only had a number and access to all the different sources of information, and this makes the decisions of this panel and the implementation group so valuable because they are working scrupulously and in an equal and very fair way for all the athletes".

The late appeal will raise hopes that Ahn, who switched allegiance to Russian Federation in 2011 after falling out with South Korea's skating authorities, can make an emotional end to his Olympic career in his native country.
