Moon responded to the invitation by suggesting the two countries "should accomplish this by creating the right conditions", adding that talks between North Korea and the United States were also needed, and requested that North Korea be more active in talking with the USA, according to Kim Eui-kyeom.

These officials said that while Pence did not greet Kim Yong Nam, he didn't deliberately skip over him.

Kim Jong Un wanted to meet Moon "at an early date", a spokesman for the Blue House said.

The recent detente, anchored by South Korea's hosting of the Winter Olympic Games, came despite an acceleration in the North's weapons programme a year ago and pressure from Seoul's allies in Washington.

The vice president would reportedly skip out on the Olympic Dinner, which was attended by North Korean officials.

Since Pence arrived at the dinner late the seating plan was shuffled, Pence again missing an opportunity created by Moon.

Moon was all smiles Saturday as he greeted Kim Yo Jong, the sister of North Korean dictator Kim Jong Un, and Kim Yong Nam, the country's 90-year-old nominal head of state, for lunch at the presidential residence.

Officials traveling with Pence said it would be fair to characterize his failure to interact with the North Koreans as a mutual decision, with neither side making any public overtures.

You could cut the tension with a ginsu knife as Mike Pence and his wife Karen sat observing the Winter Olympic festivities while Kim Yo Jong appeared to be every bit as bitter cold as the Pyeongchang clime they overlooked.

But North Korea's bad record on human rights and the growing threat from its nuclear weapons program appeared out of mind. Athletes from North and South paraded together during the ceremony in the same white parkas, marching under a single "unification flag" depicting an undivided peninsula to the tune of their shared traditional folk song "Arirang" instead of their respective anthems.

North Korea has sent a delegation of 22 athletes to compete in five disciplines, with their women's ice hockey players to compete in a unified Korean team. "But the Olympic moment that President Moon is trying to generate here is not a time to nurse those grievances", Jannuzi said.

The US has given mixed signals about its willingness to talk. They stressed the North Koreans in the VIP box had watched Pence, Moon and Abe hold a running discussion in the front row for the more than two-hour ceremonies.
