Donald Trump has stirred up international controversy with his steel tariffs

Trump, elected on a promise to roll back the effects of globalisation on the United States economy with an "America First" platform, said Thursday he planned to impose 25 percent tariffs on steel imports and 10 percent on aluminium.

Japan, he said, would stick to World Trade Organization rules in terms of taking measures. Forcing Mexico to pay the tariffs, however, would make it very hard to complete NAFTA talks, the official said.

He said, "What strikes me is whatever convictions you have about trade, we are convinced that disputes should be discussed and resolved in a multilateral framework".

European Commission Vice-President Jyrki Katainen said: "We all have to choose whether we want rules-based trade - which supports rules-based world order - or do we want rule of force, or the rule of the strongest, which we have now seen?"

"If you do that, kiss good-bye any possibility of. well, basically anything", the official added. In the event he exempted Canada and Mexico, fellow members of the North American Free Trade Agreement which he is trying to renegotiate.

Trump first drew the link between the metals tariffs and NAFTA on Monday in a Twitter message.

German Chancellor Angela Merkel warned that "no one can win in such a race to the bottom" while French President Emmanuel Macron said Trump risked provoking a mutually destructive "trade war".

Adding new elements to the negotiations to create wiggle room on big decisions was a Trump tactic familiar to David Bozell, a supporter of the president.

Earlier this week, Mr. Trump officially announced tariffs of 25% on steel and 10% on aluminum, despite major opposition from his own party, triggering a possible trade war with China and Europe.

The EU's top trade official said the U.S. failed to provide full clarity on how Europe and Japan could be spared set to continue next week.

Canada's Liberal government also had sprung into action to defend NAFTA and cross-border steel and aluminium trade once it became clear last week that Trump was serious about imposing tariffs.

Canadian cabinet members also kept phone lines "humming" with their USA counterparts in an all-out push that recalled a lobbying effort in April 2017 to persuade Trump not to withdraw from NAFTA but to pursue re-negotiations instead. Canada is the biggest source of United States steel imports, while Mexico is in the top five, meaning a significant share of imports will be exempt from the tariffs.

Notwithstanding, Trump remains as steadfast and defiant as ever.

Foreign steel producers are not only concerned about losing access to the US market but also that steel from other exporters will flood already saturated markets, threatening jobs elsewhere.

If the American tariffs are put in place, Malmström said, the European Union could take three steps: take the case to the WTO; add safeguards to protect the European Union against steel diverted from the United States or impose tariffs on a series of American-made goods.
