The Xbox One is still a console and built with the same x86 architecture like the PS4, there shouldn't be any technical differences that would prevent both systems from cross-play. "Microsoft has always been a leading voice in encouraging the adoption of cross-platform play and the potential of connecting players across PC, mobile and all consoles".

We've been working together with them over the last several months to make this possible, and will bring this functionality to Fortnite players on Xbox right along with other platforms'. And now, Fortnite has announced that the game is coming on mobile devices.

Earlier it was reported that Fortnite Battle Royale would be arriving on mobile devices where it would also allow cross-platform play between mobile gamers, PC gamers, Mac gamers, and PS4 gamers. However, as it stands, the final word will still remain with Sony if they will accept the offer or once again lock out their players like they did with "Minecraft" and "Rocket League".
