"These attacks can not go unanswered, the UN Human Rights Council must take a position", Zeid Ra'ad al-Hussein said, after Duterte's government sought to get a UN investigator, a former Philippine lawmaker and four former Catholic priests declared as "terrorists". Since 2016, thousands of people have been killed as part of a state-sanctioned campaign against illegal drugs that critics say is rife with extrajudicial killings and impunity for the perpetrators.

"Even the United States intelligence agencies now regard Duterte as a threat to democracy and human rights, despite his duplicitous and despicable efforts to keep the overall USA hegemony in the Philippines and serve additional foreign masters".

Zeid also said he deplored the continued vilification of United Nations special rapporteur Agnes Callamard and Duterte's order to Philippine soldiers to shoot female communist rebels in their genitals.

"Duterte is engaged in a wild anti-communist witch hunt under the guise of anti-terrorism", he said.

Reacting to Duterte's vulgarity, Zeid on Friday said that it was "absolutely disgraceful that the president of a country could speak in this way, using the foulest of language against a rapporteur that is highly respected".

More Than 50 Years of ConflictPresident Rodrigo Duterte seems to be following through on his promise to destroy the Communist Party of the Philippines and the New People's Army, both of which he asked a Manila court to declare as terrorist groups last month.

Roque said Duterte merely gave an "appropriate response" when he made the threat.

"This is, of course, unacceptable for a special rapporteur acting on behalf of the global community whose expertise is sought by the Human Rights Council to be treated in this way", Zeid said.

It included Victoria Tauli-Corpuz, UN special rapporteur on the rights of indigenous peoples, who was listed as a senior member of a Maoist rebel group.

Also on the list were four former Catholic priests and former congressman Satur Ocampo, who said he would challenge any "terrorist" label. They are accused of "using acts of terror" to sow fear and panic and to overthrow the government, according to the petition, filed at a Manila court.

Concluding the statement, Cayetano noted that the "world actually needs more Dutertes―leaders with empathy; leaders who listen to their people; and leaders who are ready to sacrifice their lives to protect their people".
