"The meeting with the President and VA Chief of Staff was productive, supportive and focused exclusively on moving forward in the best interest of our Veterans", Shulkin said in a statement provided to Axios. "We will never use those words on you, that's for sure".

In the midst of the controversies, Shulkin has complained that he is the victim of "subversion" from within the VA and at the White House organized by Trump administration political appointees who see him as an obstacle to expansion of the choice program allowing veterans to opt for private health care.

The recent reports also come as Shulkin faces scrutiny over allegations that he improperly used taxpayer dollars.

Last month, Missal issued a scathing report charging that Shulkin wrongly charged the $4,132 airfare for his wife on a trip to Denmark and London last July, and also accepted free tickets to the Wimbledon tennis tournament. Perry did not immediately respond to a request for comment.

As recently as last week, after a series of meetings with John F. Kelly, the White House chief of staff, Dr. Shulkin publicly declared victory, hinting that he had the White House's support to remove officials battling him.

Shulkin said he did nothing wrong and said the investigation had a "thread of bias", adding that the report was "a direct assault" on his wife, character, and his "unblemished record of service" to the VA, as Shulkin put it.

The secretary appeared to be regaining his footing.

The source was not authorized to discuss internal deliberations. But the people said the president has grown impatient with the department's current secretary, David Shulkin, and may want to replace him with someone already in his cabinet. Perry's immediate predecessor under the Obama administration was a nuclear physicist.

Mr. Trump did not make a formal offer to Mr. Perry when the two men met on Monday.
