Donnelly also said the Canadian government must put resources in place to ensure that cheap steel is not diverted into Canada after Trump last week chose to impose a 25 percent tariffs on steel imports. Trump later said he would temporarily exempt Canada and Mexico but tied that deal to NAFTA renegotiations. "The industry is not in decline in terms of output, so arguing that we need to put on tariffs now to preserve a steel industry that is essential to national security I think is a bit of a stretch", Lardy says.

Canada is the biggest supplier of steel and aluminum to the United States but the steel sector accounted for only 22,000 direct jobs and represented 2 percent of exports previous year.

Trudeau said tariffs on Canada would have made it harder to get a deal, and said he raised that with the president. Mexico is also a member nation of the trade deal.

Trump reportedly wants the treaty to be more fair. Yet privately, many nations are moving to consider trade concessions that would exempt them from the USA tariffs.

Previously, trump said that the negotiations on NAFTA for him to play a special role, and if they fail, the duty may be imposed and for Canada and Mexico.

"We're negotiating right now NAFTA and we're going to hold off the tariff on those two countries to see whether or not we're able to make the deal on NAFTA", he said. On Friday, European Commission President Jean-Claude Juncker discussed potentially imposing tariffs on blue jeans, bourbon, and Harley-Davidson motorcycles - three iconic American exports.

The White House said in a statement Monday evening that Trudeau and Trump had spoken by phone regarding the steel and aluminum tariff announcement from last week.

Speaking to reporters, Trudeau said he was aware of concerns that countries now faced with tariffs could try to get their steel to the North American market through Canada and the government was working with the industry and United States to prevent that.

Chinese leaders, while denouncing the tariffs, have said a trade war with the not good for either side.

Azevedo said Brazil was "exploring alternatives" for responding to the tariffs.

Trudeau said Canada still had a lot more work to do and would press Washington to ensure the exemptions were permanent, and Canada has emphasized that tariffs would hurt both the United States and Canada.
