In response, Taiwan said it is a sovereign state and has the right to diplomatic relations.

Furious with U.S. President Donald Trump's signature of the Taiwan Travel Act, which symbolically grants diplomatic recognition to Taiwanese officials in a reversal of U.S. policy since the 1970s, Xi gave a speech on Tuesday in which he said China wishes to continue pursuing "peaceful unification" with Taiwan but stressed military force will be used if a bid for independence is made. The law never uses the word "must", but instead uses "should", so the president is not legally required to make the changes in US policy contemplated by the law.

The trade crackdown on China follows years of fruitless negotiations that failed to halt "China's state-led, market-distorting efforts to force, pressure, and steal US technologies and intellectual property", said Raj Shah, principal deputy press secretary.

Meanwhile, Taiwan's Deputy Foreign Minister Wu Chih-chung said his ministry welcomed the law and would make "all the necessary preparations to facilitate high-level exchanges with the US".

In Washington, there is mounting bipartisan alarm over China's state-backed drive to overtake the U.S.in artificial intelligence, semiconductors, quantum computing and other digital pillars of economic and military power.

The law has angered China as it considers Taiwan to be a province of the mainland under the "one China" principle.

A senior USA official will head to Taiwan for what State Department officials say is to "reaffirm long-standing US policy toward and support for Taiwan". It is also seen as a move to facilitate direct official US contacts with the self-ruled island, which were cut in 1979 when Washington switched diplomatic recognition from Taipei to Beijing.

"We urge the administration to take measured, commercially meaningful actions consistent with worldwide obligations that benefit USA exporters, importers, and investors, rather than penalize the American consumer and jeopardize recent gains in American competitiveness".

The U.S. business community argues that China does not treat foreign companies fairly and has failed to follow through in recent years on pledges to open its doors more widely. The Taiwan Travel Act does not bind or force President Trump to send officials to Taiwan, or receive officials from Taiwan.

Nevertheless, the law demonstrates a renewed American commitment to Taiwan. Now, that will change if-but only if-President Trump orders the officials to make the trip.

The informal relations between the United States and Taiwan are governed by the Taiwan Relations Act that was passed by Congress in April of 1979.

"Taiwan can no longer be excluded unjustly from global fora".

So if China is undermining American commitment toward Taiwan, then the US has all the more reason to bring itself closer to Taiwan.

Wong's visit to Taiwan drew new criticism on Wednesday from China, which claims the self-ruled island as its own and has sought to isolate it diplomatically. And that signal is perhaps more important than whether a handful of officials visits occur.
