Trudeau spoke at the end of a remarkable eight-hour stopover in the national capital, an unscheduled break from his overseas trip to accommodate the last-minute summit with B.C.'s John Horgan, who has staked his government's survival on opposing the pipeline, and Alberta Premier Rachel Notley, whose province's economic health depends on it.

Trudeau approved the project in late 2016, saying it was in Canada's best interest. "It will be built".

"The federal government can't buy off the opposition to this failing pipeline", Greenpeace campaigner Mike Hudema said, "as it is grounded in a commitment to action on climate change, reconciliation with Indigenous Peoples and protecting the B.C. coast".

"I have instructed the minister of finance to initiate formal financial discussions with Kinder Morgan, the result of which will be to remove the uncertainty overhanging the Trans Mountain pipeline expansion project", Trudeau told reporters, calling the line "a vital strategic interest to Canada".

"Alberta has promised to release legislation this week but it's not clear what that's about", she said.

"We do not intend to issue updates or further disclosures on the status of consultations until we've reached a sufficiently definitive agreement on or before May 31 that satisfies our objectives".

McMillan also says that especially from what he heard on Sunday, he is sure that the pipeline will be built. Northern Gateway would have sent bitumen from Bruderheim, Alta., to Kitimat, B.C., for transportation to Asian markets.

Horgan's election past year changed that.

"He has a minority government that's being propped up by a Green Party that is continually lobbying against him and using this as a tool to beat him up with".

Horgan said they continue to disagree on energy and will proceed with a court battle against the project. "That is why we are at this point right now". We are demonstrating not just that we are exerting and understanding the responsibilities that come with the federal government, but demonstrating as well what we have long held - and what Canadians understand: "that the environment and the economy must go together". But he also accused Horgan of ramping up his rhetoric about environmental uncertainty and gaps in the federal oceans protection plan, without providing details. "It's something we very much are open to doing".

The company gave the Trudeau government until the end of May to reassure its investors the pipeline would be built, despite mounting opposition.

Except Indigenous communities, he added, who as usual were not at the table.

The Independent Contractors and Businesses Association meanwhile insisted: "Premier Horgan is effectively ripping up a contract which Kinder Morgan negotiated in good faith with the federal and provincial governments of the day", said ICBA president Chris Gardner.

"We are still waiting on judgements from the Federal Court of Appeal and from the B.C. Superior court which could have the effect of quashing or cancelling approvals that have already been granted" she said.
