With the release of Windows 10 Insider Preview Build 17134 (RS4), which is available to Windows Insiders on the Fast ring, Microsoft appears to have addressed these issues.

'As Build 17133 progressed through the rings, we discovered some reliability issues we wanted to fix, ' explains Microsoft's Dona Sarkar in a message to Windows Insider members regarding the build that was expected to be the Spring Creators Update final release.

Insiders can download the new build by Checking for Updates in Settings. The company said that the build carries no new features and only brings fixes for some issues.

It would probably take another week for Microsoft to release today's build to all the rings to test it for any last minute issues. 'In certain cases, these reliability issues could have led to a higher percentage of (BSOD) [Blue Screens of Death] on PCs for example.

Also, keep in mind that Windows 10 build numbers align across the board, so with the Windows 10 release today, we can also expect build 17134 to arrive for the Xbox One and for HoloLens. Microsoft has revealed that build 17133 was proving problematic and the company says it wants to fix the issues now, rather than after the fact.

KB4100375 had been included in the last update for build 17133, indicating that whatever was the cause of the problem lay elsewhere.

Past releases have shown that even smaller Windows updates result in an increased number of bugs and issues that Windows users experience after installation.

There is still no word as to whether the blocking bug was fixed that was preventing the release of Redstone 4, otherwise known as the "Spring Creators Update".
