Signed in October past year the reconciliation deal between West Bank-based Fatah and Gaza-based Islamist Hamas was aimed at ending a decade-long split between rival Palestinian factions and an attempt to unify policy across the two territories, now operating as two parallel governments.

Conricus said Israel had been monitoring the construction of the tunnel for some time. "It extended into Israel and violated Israeli sovereignty".

"It's a tunnel that cost millions of dollars to dig, money that instead of going to ease the hardship of Gaza's residents has sunk in the sand", he said.

The tunnel crossed into Israeli territory by several yards but did not yet have an exit point, military spokesman Jonathan Conricus told journalists.

"The [Israeli Defense Forces] doesn't even hunt an escalation".

In return, the reported proposal called for Hamas to pledge not to use its weapons against Israel for at least five years and would secure the border with Israel, on the basis of the plan called "Food for Security".

Conricus stated the tube was adjoining to the internet site of recent mass protests, which Israel says Hamas is making use of like a cover for strikes.

In two weeks of protests, 28 Palestinians have been killed and more than 1,500 wounded by Israeli fire.

On the eve of the visit to Cairo, Mahmoud Zahar, a senior Hamas official in the Gaza Strip, said that his group was prepared to "study any advice given to it, and would accept any advice that serves Palestinian interests". Israel and Hamas have fought three wars since 2008.
