"The scene is an apartment complex with two victims that have been taken from the scene by deputies to medical personnel", the Marin County Sheriff's Office said on Twitter. Police said there was an argument before the shooting happened and that the landlord's daughter was killed.

The man who was injured in the shooting is Leonard Lew, age 84, of Mill Valley.

A spokesman for the Marin County Sheriff's Office said the report of shots fired came at 3:24 p.m. local time. They said Lugo opened fire on his landlord and daughter after the two went to the man's apartment to talk to him about a pending eviction.

As he was being treated for his wounds, the landlord was able to provide detectives with the name of the suspect. The suspect was described as 80 years old, about 5 feet 5 inches tall and wearing a white shirt.

The apartment complex was surrounded by SWAT officers, residents were hastily evacuated and parents rushed to a nearby day care center to pick up their children.

'First deputies on scene grabbed the two victims and carried them out of the scene to waiting ambulances, ' Marin County Sheriff's Sgt. Brenton Schneider told CBS.

Investigators worked throughout the night seeking a motive for the shooting.
