Iowa bans almost all abortions as governor signs 'fetal heartbeat' law

Reynolds will sign the bill publicly in her formal office at 3:00pm.

Democratic Representative Beth Wessel-Kroeschell spoke against the legislation on the floor of the Iowa House of Representatives on Tuesday. It would also be odd, she noted, for Linda Upmeyer, the House Speaker, to go to the effort of securing the votes for the measure to pass if Ms Reynolds had no intention of signing it.

Immediately after Reynolds' announcement Friday, branches of Planned Parenthood and the American Civil Liberties Union in Iowa responded with plans to sue the state, the AP reports.

"Governor Reynolds is 100 percent pro-life and will never stop fighting for the unborn", Smith said. In most cases, this point comes around six weeks, when the fetus is about the size of a pea and many women are not yet aware they are pregnant. Another provision prohibits some uses of fetal tissue, with exemptions for research.

Because an unborn baby's heartbeat is detectable by about six weeks of pregnancy, the bill would prohibit nearly all abortions in Iowa.

Republicans at the Iowa Capitol have long sought to approve legislation that would further restrict abortion, and their flip of the state Senate chamber in the 2016 election gave them a trifecta of GOP power for the first time in almost 20 years.

Many Iowa legislators expected the "heartbeat" abortion ban to trigger a lawsuit, and they will have an uphill battle to defend it. Some sections of the heartbeat proposal "are clearly contrary to the Supreme Court of the United States' current rulings on abortion", he said.

"A baby has become something we can throw away".

"It's shameful that when Planned Parenthood heard lawmakers were introducing legislation to ban abortion, we were outraged - but we weren't surprised", said Suzanna de Baca, president and chief executive officer of Planned Parenthood of the Heartland.

"We believe that ALL lives are valuable and need to be protected and supported. and we will continue to work towards achieving that goal". Emboldened by the court's makeup, they think it will help overturn Roe v. Wade, the 1973 decision by the Supreme Court that legalized the right to an abortion in all 50 states. Jake Chapman, a Republican from Adel.

The Supreme Court in 2016 rejected appeals by both North Dakota and Arkansas to preserve similar "heartbeat" laws, which had been struck down by lower courts.

ABORTION remains America's most incendiary wedge issue.

Tony Perkins, president of the Family Research Council, told supporters that he was optimistic about the potential of Iowa's anti-choice "heartbeat bill" to strike a blow at Roe v. Wade because in the years it would take for the law to reach the Supreme Court, Trump may be able to appoint another anti-choice judge.
