China Reassures Tehran On Honoring Nuclear Deal, Buying Iranian Oil

Trump's decision opens the door to greater USA confrontation with Tehran and strains relations with America's closest allies, current and former diplomats said.

Will it - as feared - stoke more conflict in the Middle East. Yet nations like Israel and Saudi Arabia that loathed the deal are likely to see it as a sign the United States is returning to a more skeptical, less trusting approach to dealing with adversaries. This is hard for the Europeans since the U.S. decision implicates the return to sanctions.

Following remarks from the White House Diplomatic Room, Trump signed a presidential memorandum that immediately levies the "highest level of economic sanction" on Iran over its nuclear activity - a move that will put the USA in violation of core provisions in the agreement, which traded global sanctions relief on Tehran in exchange for temporary caps and dismantling of their nuclear infrastructure.

On Tuesday, US President Donald Trump announced that the United States will no longer remain part of the Iran nuclear deal, and promised to re-impose the highest level of economic sanctions against Tehran in response to the latter's development of nuclear weapons. The deal swaps sanctions relief for Iran's rollback of its nuclear program.

Already, South Korea has said it would likely seek a waiver, while France's Total - the largest foreign investor in the Iranian energy sector - had told The National in February that it would press for an exemption.

The open question is whether the allies, and above all Iran, will agree to resume full-fledged talks having just seen the United States withdraw from the 2015 Iran nuclear deal and renege on its promises under the landmark arms control accord.

"It is important that the progress made over many years of negotiation should not be lost".

European allies said reopening the deal now, particularly in relation to the sunset clauses, was impossible, especially given the adamant opposition of the other parties: Iran, Russia and China. "Instead of building on unprecedented nonproliferation verification measures, this decision risks throwing them away and dragging the world back to the brink we faced a few years ago", he said.

Additionally, the Trump administration would have to put in place staff and mechanisms to monitor compliance with US sanctions, a process that could take months, giving some leeway to renegotiate a deal. The sanctions Trump will reinstate target countries, businesses and individuals that deal with Iran's financial system.

Speaking to reporters afterward, John Bolton, Trump's national security adviser, said there would be 90-180-day "wind down" periods for companies that have existing contracts in Iran.

"Iran is a rogue nation ruled by a regime that can not be trusted to honor its word, and even more so with nuclear capabilities that would enable it to wreak havoc on the world and cause a catastrophic arms race in the region", Ron Lauder, president of the World Jewish Congress, told The Jerusalem Post via email on Tuesday. Some allies, like France, will push for exemptions from US sanctions to protect their companies.

The other circumstance clouding the prospect of a new deal was tensions between Israel and Iran in Syria.

He added that, despite the U.S. government withdrawing from the agreement, it should not prevent the remaining parties from honouring their commitments to the agreement.

And former President Barack Obama, who considered the JCPOA a hallmark of his presidency, offered a rare response to a move by Trump, saying his successor had scrapped a deal that was working.
