The White House has noted that Haspel has backing from a number of Obama- and Bush-era intelligence officials including former CIA Directors Leon Panetta, John Brennan and Michael Hayden. During the campaign, Trump said he would authorize waterboarding and other sorts of torture if necessary.

Haspel said she would not permit torture at Central Intelligence Agency under her watch, and would defy an order by President Trump to reinstate it as an interrogation method.
