North Korea has begun to dismantle the range in Pungere

North Korea Nuclear Test Site

The pictures, taken on 7 May, are "the first definitive evidence that dismantlement of the test site was already well underway", according to a blog post by 38 North, a website run by former United States diplomats.

Unification Minister Cho Myoung-gyon will lead the South Korean delegation at Wednesday's talks in Panmunjom, while the senior North Korean delegate will be Ri Son Gwon, head of the agency in charge of inter-Korean exchanges, according to the ministry.

The North said it will hold a ceremony at the site next week to allow local and global journalists to witness the efforts.

The shutdown process will unfold under the presences of journalists, including those from the US and South Korea.

A campaign of diplomacy has allowed tensions to ease on the Korean Peninsula, but they were high throughout much of 2017, fueled by North Korea's missile tests and its advancing nuclear weapons program, as well as USA military exercises and Trump's threatening statements.

On Saturday, he told Reuters that closure of Punggye-ri did not mean much in terms of disarmament, given that the United States, for example, stopped nuclear testing in 1992.

But there are lingering doubts about whether Kim will ever agree to fully relinquish his nukes.

After their April 27 meeting, Kim and Moon issued a vague vow for the "complete" denuclearization of the Korean Peninsula. "This would set up a complicated situation wherein North Korea was taking actions that we would normally applaud, but without any verification".

Trump welcomed the North Korean announcement. The meeting will be the first time a sitting USA president meets with the leader of North Korea. This could satisfy Trump but undermine the alliance between Washington and Seoul. The sixth and most recent test took place in September 2017.

North Korea announced at a ruling party meeting last month that it was suspending all tests of nuclear devices and ICBMs, as well as the plan to close the nuclear testing ground. "So we are still quite a long way from talking about moving North Korean nuclear devices to any site for dismantlement".

Reporters from China, Russia, the United States, Britain and South Korea would be allowed to cover the event on site to show it "in a transparent manner". The upside is that maybe this makes a deal more possible. He claims to have shut down a nuclear research facility that already was on its last legs.

But Graham said denuclearization is just the beginning of North Korea's future, as he said he wants a peace treaty to end the Korean War for better safety across the world.

But in September 2008, the North declared that it would resume reprocessing plutonium, complaining that Washington wasn't fulfilling its promise to remove the country from the USA list of state sponsors of terrorism.

With North Korea, however, there can be no trust. "Those are the things that if we get what the president has demanded, the complete, verifiable, irreversible de-nuclearization of North Korea, that the American people will offer in spades".
