The Wall Street Journal reported today that the Trump administration and China have agreed on a "broad outline" to lift sanctions on ZTE.

Trump commented on the ZTE case as US news accounts quoted officials as saying a deal was near.

President Xi Jinping promised the changes in April amid mounting pressure from Washington to narrow China's multibillion-dollar trade surplus with the United States, though Chinese spokespeople said they had nothing to do with that dispute. China has chose to cut import tariffs on automobiles and auto parts starting on July 1, the Customs Tariff Commission of the State Council, the country's cabinet, said in a statement on Tuesday.

He said the situation was "deeply troubling, regardless of your political party". The Florida lawmaker said he would try to block it. Backing off the harsh penalties is a key ask on the part of Beijing in ongoing trade negotiations.

Perhaps this unfavorable truce was the best Mr. Trump could achieve at a time when he also needs Mr. Xi's help dealing with North Korea. He did not confirm that a deal was in the works.

He later added he is not satisfied with the current state of trade talks with China.

Trump himself is not exactly helping to make the administration's message more coherent. "There is no deal".

China's tariffs on cars have long angered President Donald Trump. However, he later noted that USA firms supply ZTE and were hurt by the ban too and "don't think we didn't hear from them".

Trump said ZTE may instead face a fine of up to $1.3 billion, new management and a new board of directors, though it was not clear whether he had the legal authority to impose new financial penalties.

The terms he described were identical to deal described in the newspaper report.

"The proposed solution is like a wet noodle", Schumer said of Trump's latest proposed concessions.

"The Art of the Deal?" That must be great news for ZTE, which would be allowed to use hardware and software from U.S. companies including Qualcomm and Google.

White House press secretary Sarah Huckabee Sanders brushed off the critique.

"Do not expect ZTE to get off scot-free".
