Rachel Notley spoke at the International Brotherhood of Boilermakers Lodge 146 in the city's southeast on Wednesday, and touted the prospect of jobs that would become available once construction on the Kinder Morgan pipeline resumes.

In a statement, Greenpeace campaigner Mike Hudema asserted that "Trudeau is gambling billions of Canadian taxpayer dollars on an oil project that will never be built - a project that Kinder Morgan itself has indicated is "untenable" and that faces more than a dozen lawsuits, crumbling economics and a growing resistance movement that is spreading around the world".

Environmental activists and their allies among indigenous groups say the development will increase the risk of oil spills from the pipeline and from oil tankers along British Columbia's coastline.

The deal has done nothing to change the B.C. premier's mind.

The expanded pipeline will give Alberta, which lies inland, improved access to the ocean and markets in Asia leading to higher tax revenues for both, the province of Alberta and the Federal Government. Morneau said there are interested buyers waiting to pick up the project once Ottawa cuts ties with it.

Morneau insists it's "an investment in Canada's future". "Our court case is against Canada", he said. Completing the expansion of the line to triple its capacity will cost an terrible lot more - the estimate now is $7.4 billion and costs could well escalate with further delay.
