Jordan is set to hold talks with Russian Federation this week over the situation in southern Syria and alleviating the humanitarian situation there, Jordan's foreign minister said.

The opposition was set to meet with a Russian delegation on Wednesday afternoon to deliver their decision on Moscow's proposal for a regime takeover of the rest of the south, a spokesman for the opposition's southern operations said.

Jordan and Israel have been urged to open their borders after a renewed offensive forced some 300,000 Syrians to flee their homes.

After artillery strikes hit Jordanian territory from Syria, he said Jordan's armed forces were ready to defend country's interests.

Israel beefed up its tank and artillery deployment on the Golan Heights frontier with Syria on Sunday, cautioning Damascus' forces to keep a distance as they sweep rebel-held areas over the border.

"The talks with the Russian enemy in Bosra al-Sham have failed due to their insistence on handing over heavy weapons", Abu Shaima, a spokesman of the central operations room representing main Free Syrian Army factions negotiating with the Russians told Reuters.

Syrian government troops backed by Russian airpower launched an offensive on June 19 to recapture the country's southern Daraa region along the border with Jordan.

At least 330,000 people have recently fled Syria's southwestern city of Daraa to areas near the Jordanian border due to fierce attacks by Syrian regime forces, the United Nations said Tuesday.

Previously they were negotiating for Deraa province to the east.

Rebels have been negotiating with Russian Federation since Saturday, seeking a deal to end fighting by accepting the return of state sovereignty, but they have not been able to agree terms. Displaced families could return with guarantees by Russian military police.

Shortly after the announcement, Syrian Observatory for Human Rights said Russian airstrikes had hit southwestern Syria for the first time in four days, hitting the opposition-held towns of Tafas and Saida.

Under the deal offered, rebels would hand over medium and heavy weapons and Syrian state institutions would resume work.

The state media said the military operations are going in tandem with the reconciliation efforts, which explains the situation where several towns accepted the entry of the Syrian army without battles.

The opposition will also seek Jordan's support in getting amnesties for thousands of former army defectors who prefer to stay in the area while offering safe passage for those who do not want to make peace with the authorities.
