Mr. Pence said the administration already is working with Congress on the issue. Only Congress has the authority to establish a new branch of the military-something that hasn't happened since the U.S. Air Force was founded in 1947.

Defense Secretary Jim Mattis previous year said he opposed a new department of the military "at a time when we are focused on reducing overhead and integrating joint warfighting functions".

"We are going to have the Air Force and we are going to have a Space Force", Trump said in June, adding, "Separate but equal", a perhaps unintentional nod to the slogan that defined segregation in America for decades.

Mr Pence cited the threat of China and Russian Federation as a basis for establishing the new military branch, claiming both Beijing and Moscow are "aggressively" developing anti-satellite capabilities. The United States, then, is left with two options: compete in this developing battlespace or be left at a significant disadvantage.

"Longtime viewers of the Trump administration will remember that Space Force is the president's boldest idea that he got from a Buzz Lightyear Happy Meal toy", Colbert joked.
