U.Va. was the scene of a torch-lit march the night before the first Unite the Right rally previous year, where hundreds of white nationalists, carrying Tiki torches, gathered at the rotunda and surrounded a group of counterprotesters around the Jefferson statue.

"They want to be open in solidarity with the community", Fenton said.

The city is closing downtown streets and public parks and restricting access to a downtown "security area", where visitors are prohibited from wearing masks or carrying certain items, including skateboards, catapults, glass bottles, bats and knives.
