Hurricane Florence's potentially devastating winds are generating enormous waves as high as 83 feet as it continues to make its way toward the East Coast and insurers predict it will become the costliest such storm to ever hit the continental U.S.

Florence is now a powerful Category 3 storm with winds of 125mph, and is expected to strengthen before making landfall along the Carolina coast later this week.

"Forecasts generally project the storm to make landfall between northern SC and North Carolina's Outer Banks as a strong Category 3 on Thursday, although shifts in the track are possible and storm impacts will expand great distances beyond where landfall occurs".

The governors of Virginia, Maryland, North Carolina and SC have also declared a state of emergency for their states in preparation for Florence's arrival.

"A Storm Surge Warning means there is a danger of life-threatening inundation, from rising water moving inland from the coastline, during the next 36 hours in the indicated locations ..." Then it is likely to hover along the coast Saturday, pushing up to 13 feet (nearly 4 meters) of storm surge and unloading water on both states. But authorities warned it will still be an extremely risky hurricane.

Forecasts generally project Florence to make landfall in southeastern North Carolina on Friday as a Category 3 or 4 hurricane.

About 5.25 million people live in areas under hurricane warnings or watches, and 4.9 million live in places covered by tropical storm warnings or watches, the National Weather Service said.

Forecasters said Florence could become an extremely risky major hurricane sometime Monday and remain that way for days.

On Wednesday morning, the president urged those in the path of Florence to "get out of its way".

"The big picture: There are several characteristics of the changing climate that are helping to increase the risks of damage from Hurricane Florence, even though global warming is not directly causing such a storm to spin up".

It's unclear exactly how many people fled, but more than 1.7 million people in the Carolinas and Virginia were warned to clear out.

"We hope to have something left when we get home", she said.

Florence's weakening as it neared the coast created tension between some who left home and authorities who anxious that the storm could still be deadly.

The shift south and west will encompass more of SC and western North Carolina.
