Strong winds cut communication lines in the northern province of Cagayan, causing the local government to lose contact with far-flung areas where the typhoon made landfall, Governor Manuel Mamba told CNN.

More than 15,000 people had been evacuated in northern provinces by Friday afternoon, the Office of Civil Defence said.

Some 105,000 people were staying in temporary shelters after mass evacuation of coastal areas of the Philippines following major storm surge warnings.

The irony is that a storm Barijat has already hit the region and Mangkhut is right at its heels.

"We're anxious for the 10 million people in the Philippines living in the path of this destructive storm, including those who have been displaced several times due to the monsoon rains last July and August", Philippines Red Cross chairman Richard Gordon said in a statement.

Mangkhut's sustained winds weakened to 170 kilometres (105 miles) per hour with gusts of up to 260 kph (161 mph) after it sliced northwestward across Luzon before blowing out to the South China Sea, aiming at Hong Kong and elsewhere in southern China.

Tens of thousands of people were stranded in various ports in Luzon and the Visayas while thousands of families were also forced to flee their houses over warnings that the weather disturbance is packing a strong wind nearly similar to typhoon Yolanda.

Airlines in Hong Kong have canceled hundreds of flights due to the storm, which is expected to come within 200 km (125 miles) of the city on Sunday and wreak havoc on the Asia financial center and nearby Pearl River Delta. More than 3,000 shelters have been set up in the southern Guangdong province, and more than 100,000 residents and tourists have either been moved to safety or sent home.

Tropical Storm Barijat is moving toward southern China, while Tropical Storm Olivia hit Hawaii with 45-mph winds.

In Fujian province, 51,000 people were evacuated from fishing boats and around 11,000 vessels returned to port on Saturday morning. It is expected to strike China's southeast coast on Sunday.

Duterte, who cancelled his appearance at a missile test firing aboard a navy ship off northern Bataan province, asked cabinet officials from the north to help oversee disaster response work if needed, but told reporters it was too early to consider seeking foreign aid. There have been no reports of casualties so far, said Harry Roque, President Rodrigo Duterte's spokesman. 'If it flattens everything, maybe we need to have some help'.

MANILA-Typhoon Ompong (international name: Mangkhut) has exited the Philippine area of responsibility Saturday night leaving a trail of destruction and thousands of families displaced.

Typhoon Mangkhut is the 15th storm this year to batter the Philippines - and the most powerful in the world this year.

Authorities are taking extra precautions as they draw comparison with Typhoon Haiyan, which devastated central areas of the archipelago in 2013, and killed 6,300 people, many in storm surges that reached as high as eight metres.
