G20 leaders agree on summit statement that's tough on trade

President Donald Trump has denounced the Paris climate accord as bad for US business interests

Leaders of the world's top economies agreed Saturday to fix the global trading system as they closed a Group of 20 summit that saw the Trump administration at odds with many allies over the Paris accord on climate change and issues such as migration.

During the annual G20 summit in Buenos Aires, Argentina, this weekend, US President Donald Trump could not see his way to agreeing with the other 19 assembled world leaders that human-induced climate change is a scientific reality.

Leaders from the Group of 20 industrialized nations are meeting in Buenos Aires for two days starting today.

The statement acknowledges flaws in the world trading system and calls for reforming the World Trade Organisation (WTO) - but does not mention protectionism because negotiators said the USA had resisted that.

The G20 nations' leaders also reaffirmed "strong condemnation" of terrorism in all its forms and manifestations.

First among those taboos is "protectionism".

The US had been the main holdout on almost every issue, officials previously said, as US President Donald Trump has criticised the WTO and taken aggressive trade policies targeting China and the EU. Washington, in fact, also objected to mention of the term "protectionism" in the communiqué in relation to trade affairs.

China, meanwhile, steadfastly opposed the inclusion of the usual calls for "fair trade practices", delegates said.

The "coalition" against the United States on climate change was beginning to fray, a senior White House official said, adding that several countries, including Turkey, Russia and Saudi Arabia, had balked at signing the document before finally backing it.

Even the word "multilateralism" itself has fallen out of favor in a group created to foster worldwide cooperation.

The United States is unhappy with what it says is the WTO's failure to hold Beijing to account for not opening up its economy as envisioned when China joined the body in 2001.

As well as mistrust between nations, and the risk of confrontation and escalation, Mr, Guterres said that there was a lack of trust between peoples in general and institutions everywhere, both at a national level - in the form of governments and parliaments - and internationally; because globalization has divided the world into winners and losers.

The U.S. goods trade deficit with Japan totaled $68.85 billion in 2017, the third-largest among countries with which the United States generated a trade deficit, according to U.S. Commerce Department data.

On Friday, a US official said progress was being made on the joint statement and the White House was "optimistic" about the document as a whole. "The U.S. accepted a text".

An EU official has claimed that leaders have acknowledged the need to improve the WTO and are in support of doing so.

The summit statement's language on climate was welcomed by environmental groups such as the World Wildlife Fund and Greenpeace, the latter of which said in a statement: "The necessity of the US being part of the effort to fight climate change can not be denied, but this is a demonstration that the U.S.is still the odd one out". "Given Trump's earlier threats, to end up with the G20 saying it would work together on WTO reform is interesting". During the summit, Mike Pence told that there would not be any trade deal until China bend their keens.

During a meeting with Xi in the capital of Argentina, Abe said he hopes that the United States and Chinese leaders will have a fruitful discussion, according to the Japanese official. "After APEC, we knew it would be important for the Chinese to feel there was no ganging up on them". "We will review progress at our next Summit", it said.

Language regarding immigration was also allegedly watered down to appease Trump.

"That was what they discussed (Saturday) morning till noon", an Argentine government spokeswoman said, just hours before the communique was made public.

Mr. Guterres also pointed out that this year's G20 meeting is important because it precedes the COP24 climate change conference taking place in Katowice, Poland from 3 December, at which the "Work Programme" or rule book of the 2015 Paris Agreement - when practically all countries signed up to a pledge to ensure global temperatures do not rise by more than 2 degrees before the end of this century- is expected to be agreed.
