Woman in vegetative state gives birth at Hacienda Healthcare in Phoenix

She has been in an unresponsive vegetative state - which means a person is awake but shows no signs of awareness - for 14 years after a near-drowning incident left her partially brain dead.

The baby was delivered healthy, a source told Arizona's Family.

Police served the long-term care facility with a search warrant on Tuesday, The Associated Press reported.

Phoenix police said the birth is under investigation and declined to give further comment.

An attorney for the family of the vegetative woman said on Tuesday that the baby boy is healthy but it's not clear who now has custody of the child, reported KPHO.

The San Carlos Apache Tribe, located in southeastern Arizona, said on Tuesday that the woman is an enrolled member of the tribe.

A high-ranking executive in the company said that they would "accept nothing less than a full accounting of this absolutely horrifying situation, an unprecedented case that has devastated everyone involved, from the victim and her family to Hacienda staff at every level of our organization".

As a company, we welcome this development in the ongoing police investigation.

The birth at Hacienda de Los Angeles, a Hacienda HealthCare facility in Phoenix took staff members by surprise.

Longtime CEO Bill Timmons resigned on Monday, a move backed by firm's board of directors, and the state's Department of Health Services said it would mandate the facility to operate under stronger guidelines for the time being.

Govenor Doug Ducey's office has called the situation "deeply troubling".

"To that end, we are re-evaluating the state's contract and regulatory authority as it relates to this facility and have been working closely with state agencies to ensure all necessary safety measures are in place".

The Hacienda facility serves infants, children and young adults who are "medically fragile" or have developmental disabilities, according to its website.

The Arizona Department of Health Service and the Arizona Department of Economic security have also released statements and both organisations are conducting investigations into the incident and conditions at the facility.

One staff member was sacked for making repeated inappropriate sexual comments to patients.

In the statement, the lawyer, identified as John Michaels, said the family is "outraged, traumatized, and in shock by the abuse and neglect of their daughter at Hacienda Healthcare".

"Federal and state laws guarantee certain basic rights to all residents of this facility and they include the right to a dignified existence and to be treated with dignity", a report issued at the time read.

"We don't have a systematic way to train people what's a good touch or a bad touch".
