Millions of Americans were expected to be watching the address on television, giving Trump his biggest opportunity to date to explain why he believes a barrier is needed on the USA southern border with Mexico.

While the government is funded until February 15, the conference committee has only a few days left to formulate an agreement on border security spending.

Senate Majority Leader Mitch McConnell reportedly told the president that some Republicans may join Democrats "to pass a resolution to block any emergency declaration, which Trump would then have to veto", Reuters reports.

He said separately that "on the 15th we have now set the table beautifully because everybody knows what's going on because of the shutdown". "He'll tell people: 'Here's why I should, ' but say: 'I'm giving Congress another chance to act'".

White House adviser Kellyanne Conway said the president would use his address "to call for an end to the politics of resistance, retribution". Dems do nothing. If there is no Wall, there is no Security.

Under pressure from conservative backers, Mr Trump refused to sign a government funding bill that did not include money for his long-sought border wall.

Some Republicans are urging Trump not to declare an emergency.

Traditionally, a president's State of the Union message - the annual address delivered to Congress, near the beginning of each year - is meant to bring Americans together. The President stopped by to give a pep talk, as well.

A preview of Trump's speech released by the White House suggests the president, who is accused of increasing America's divisions with his controversial policies and fiery rhetoric, will appeal for unity.

Some Democrats have invited guests to the speech to highlight various causes, some at odds with Trump's policies, making a raucous atmosphere possible inside the House chamber.

A White House spokesperson did not immediately respond to a request for comment on Tuesday.

Yet when Trump was asked on Friday whether he might use the speech to declare executive action on his promised border wall - perpahs by declaring a national emergency, even though 66 percent of Americans would oppose such a move - he replied, "I don't want to say".

"It remains our generation's moral imperative to take responsibility and help our children manage the many issues they are facing today, including encouraging positive social, emotional, and physical habits", the Be Best website reads.
