Earlier this month, New Mexico Gov. Michelle Lujan Grisham ordered the majority of her state's National Guard troops at the border to withdraw. Additionally, while Newsom's order requires National Guard troops to immediately begin withdrawing from the border, it still allows the option for them to remain until the end of March - the original deadline set by Brown. 110 members are expected to work with the California Department of Forestry and Fire; 100 members will be transferred to intelligence operations against drug cartels.

According to excerpts from Newsom's upcoming State of the State address, the California Democrat plans to call Trump's border enforcement efforts "a manufactured crisis" that is nothing more than "political theater".

Last week, the president announced plans to deploy 3,750 US military personnel to the border.

In April, then-Gov. Jerry Brown granted Trump's request to send 400 National Guard troops to the border. And we have the largest percentage of immigrants in our state. As NPR's Greg Myre has reported, the National Guard and other troops at the border are limited to providing surveillance and other support roles. The troops were deployed by her Republican predecessor, Susana Martinez, previous year at Trump's request.

Trump's demand for $5.7 billion to help build that wall was central to a 35-day partial USA government shutdown that ended last month. Every president since Ronald Reagan has called on the National Guard for limited, temporary missions along the frontier.

Just a month into his governorship of the nation's most populous state, Newsom has sparred with Trump on immigration and other issues. Camera operators and dispatchers report any illegal border crossing without knowing a person's intent _ or whether they are a criminal or a person in search of a better life, Baldwin said.
