On Tuesday, the Wise County Sheriff's Office was sent to the home of Paige Harkings and Andrew Fabila, both 24, on a call about a domestic disturbance.

Deputies discovered two malnourished children crammed into a locked dog cage and two more smeared with feces and urine in a barn in North Texas Tuesday.

Upon searching the property, deputies found the two children inside the dog kennel, along with two other children that were also showing signs of malnourishment.

"There was plenty of food inside the barn, but the refrigerator and the cabinets had been locked so the kids could not get in to get food", Akin said. She is the mother of all four children, Akin said.

One Texas Sherriff said it was the worst case of child abuse they had ever seen.

Andrew Joseph Fabila and Paige Isabow Harkings are each charged with four counts of criminal child endangerment. "It's a metal shop top building with some living quarters fashioned in one end of it ... this is at the top of the list of worst cases as far as children and how they're kept".

Sheriffs said the children looked very malnourished.

"I've not worked [a case] where children are locked inside a dog kennel, and I find that absolutely disgusting", he said.

Harkings, the children's mother, and was also charged with aggravated assault.

Their neighbors told authorities that they did not even know there were children living on the property, although the family had not lived there long, News 5 reported.

The children were taken to Cook Children's Medical Centre in Fort Worth, but a hospital spokeswoman declined to disclose their conditions.

Fabila had to be taken to the hospital for wounds on his face before being charged but was taken to jail after his treatment.

The parents of the children had been fighting and the man had cuts to his face, Akin said.

"It's pretty well cluttered, it's unkempt, a lot of stuff in there", he said.

Officials believe that the children had to use vents in the floor for bathrooms. They appeared to be in relatively good health. Deputies found a 24-year-old man and woman at the home when they arrived.
