Hartl with the Center for Biological Diversity said environmental groups have prevailed in court on many of their challenges to the agency's deregulation attempts because its process was "so flawed" and rushed under Pruitt. He capped off the month by announcing plans to relax a rule restricting how much mercury and other unsafe pollutants coal-fired plants can release into the air.

"We congratulate Andrew Wheeler on his confirmation to formally lead EPA and encourage him to expeditiously release a legally-defensible rulemaking for E15 use year-round and recommit to finalizing the rule by the June 1 summer driving season", Wheeler.

Wheeler, who graduated from Fairfield High School in 1983, has been acting administrator since July, when former EPA Administrator Scott Pruitt resigned amid a host of ethics controversies. He cited the agency's failure to limit the amount of highly toxic chemicals contaminating drinking water in West Virginia and around the country.

In the seven months since, Wheeler has released them rapid-fire.

America's Power, a trade group that represents coal producers, applauded Wheeler's confirmation.

"As Acting Administrator, he hasn't demonstrated a desire or a will to make any meaningful progress on clean drinking water standards and has rolled back clean air standards that are directly impacting West Virginians", Manchin said in a statement.

Wheeler's record-breaking reign as acting administrator was marked by an unprecedented assault on greenhouse gas regulations amid historic wildfires and hurricanes that scientists say offer a preview of the rapidly warming world to come. Sheldon Whitehouse, D-R.I. The previous administrator granted an unprecedented number of refinery exemptions under the RFS, destroying demand for billions of gallons of US ethanol.

Since becoming acting administrator, Wheeler has overseen proposals to roll back the Obama-era Clean Power Plan on carbon emissions from power plants, limits on mercury emissions from coal plants, and standards on carbon dioxide emissions from cars and trucks.

"During the last administration, the EPA issued punishing regulations that would hurt the economy and raise costs on families", Barrasso said.

Industry officials credited Wheeler as helping spur the economy by restraining what they view as federal overreach.

Indiana Senator Todd Young said, "Mr. Wheeler has demonstrated an ability to find reasonable solutions to hard environmental issues".

"Throughout his career, Andrew Wheeler has shown a clear disregard for the EPA's mission to protect the public and environment", Democratic Senator Dianne Feinstein said after voting against him.

"Unlike with some nominees, we do not have to speculate about what Mr. Wheeler will do in office", Gore said. "The senators who voted to entrust Mr. Wheeler with our environment know exactly what he will do with that power".
