America's Power, a trade group that represents coal producers, applauded Wheeler's confirmation.

"As Acting Administrator, he hasn't demonstrated a desire or a will to make any meaningful progress on clean drinking water standards and has rolled back clean air standards that are directly impacting West Virginians", Manchin said in a statement.

Wheeler's record-breaking reign as acting administrator was marked by an unprecedented assault on greenhouse gas regulations amid historic wildfires and hurricanes that scientists say offer a preview of the rapidly warming world to come. Since becoming acting administrator, Wheeler has overseen proposals to roll back the Obama-era Clean Power Plan on carbon emissions from power plants, limits on mercury emissions from coal plants, and standards on carbon dioxide emissions from cars and trucks.

"During the last administration, the EPA issued punishing regulations that would hurt the economy and raise costs on families", Barrasso said.

Industry officials credited Wheeler as helping spur the economy by restraining what they view as federal overreach.

Indiana Senator Todd Young said, "Mr. Wheeler has demonstrated an ability to find reasonable solutions to hard environmental issues".

"Throughout his career, Andrew Wheeler has shown a clear disregard for the EPA's mission to protect the public and environment", Democratic Senator Dianne Feinstein said after voting against him.

"Unlike with some nominees, we do not have to speculate about what Mr. Wheeler will do in office", Gore said. "The senators who voted to entrust Mr. Wheeler with our environment know exactly what he will do with that power".
