The U.S. "was not ready to sit face to face and solve problems", Kim said, adding that he does not "desire to see another Hanoi summit".

"What is needed is for the stop its current way of calculation, and come to us with a new calculation", Kim said in a speech to the Supreme People's Assembly on Friday, KCNA said.

"What is clear is that if the USA clings to the current political reckoning, the outlook for resolving problems will be dark and very risky", Mr Kim said.

Trump also says the main goal is to get rid of all North Korean nuclear weapons, and that once that happens North Korea has "potential as great as anything".

Last month, a senior North Korean official warned that Kim might rethink a moratorium on missile launches and nuclear tests in place since 2017 unless Washington makes concessions such as easing sanctions.

At a meeting with South Korean President Moon in Washington on Thursday, Trump expressed a willingness for a third summit with Kim but said Washington would leave sanctions in place on Pyongyang.

In his speech, Kim said if there is written consent "favorable for the interests of both sides and acceptable to each other", he will sign an agreement with the United States without reservation.

Kim said Friday that he's willing "try one more time" under the conditions that the United States "stop the current way of calculation" and approach talks with the "right attitude and (find) a methodology that can be shared with us".

In February, President Donald Trump cut short his Hanoi, Vietnam, summit with Kim with no joint agreement or statement after Kim insisted all USA sanctions be lifted from his country.

North Korea's external-oriented media outlets repeatedly in March dismissed Seoul's "presumptuous" plans to mediate DPRK-U.S. nuclear talks, and Kim's decision to so directly condemn the South Korean government this week is notable.

Kim's statement doesn't necessarily move the talks forward, but it does suggest he remains invested in the diplomatic process, says Mintaro Oba, a former State Department diplomat who focuses on Korea.

Kim's remarks were released just a day after South Korean President Moon Jae-in met with Trump in Washington. -North Korea nuclear talks.

Long-serving officials such as 91-year-old Kim Jong-nam, the titular head of state, and Premier Pak Pong-ju, 80, were either retired or promoted to symbolic posts and replaced by younger officials.

"We have work to do, but I am confident we will continue to make progress", the secretary of state said.

The DPRK leader also accused Washington of "openly forcing the South Korean authorities to "control speed" and moving in every way to subordinate the implementation of the north-south agreement to its policy of sanctions and pressure on the DPRK".

The U.S. Treasury Department sanctioned Choe for human rights abuses in 2018.

On Friday, KCNA reported Kim was re-elected as chairman of the State Affairs Commission, the North's most important decision-making body, to cheers and loud applause from the delegates.

The weekslong saga following the Hanoi summit was marked by tensions, wild speculation and negative projections, as Pyongyang has restored a key long-range rocket launch site and continued running its uranium enrichment facility at the mainstay Yongbyon nuclear complex alongside its threat to suspend dialogue with Washington.
