"Look, I am not saying Turkey will buy the S-400 defense system - I say Turkey has bought it", he said.

Tensions between the USA and Turkey have reached a fever pitch in recent months with Turkey set to begin receiving the advanced S-400 Russian surface-to-air missile defense system which Washington said will jeopardize Turkey's role in the U.S. F-35 fighter jet program and could trigger congressional sanctions.

But Erdogan said Wednesday that his government would hold to account anyone who excluded Turkey from the F-35 program.

Turkish Foreign Minister Mevlut Cavusoglu has said that "nobody" is in a position to give Turkey ultimatums regarding its policy when asked to comment on US Acting Defence Secretary Patrick Shanahan's recent letter to Ankara threatening to block F-35 deliveries over Turkey's S-400 purchase.

United States acting Secretary of Defense Patrick Shanahan warned last week that Turkey would be pulled out of the F-35 fighter jet program unless it gave up plans to buy the S-400 missile defense system from Russian Federation.

Turkey's plan to buy the Russian air defense system has been a cause of tension within the North Atlantic Treaty Organisation military alliance, which both the United States and Turkey belong to.

"This [S-400] system will be delivered to our country next month", Erdoğan added.

Turkey has criticised the letter from Washington and said it did not live up to the spirit of the North Atlantic Treaty Organisation alliance.

Akar, cited by his ministry in a statement, said Ankara was working on a response to the letter and that it would be sent to the United States in the coming days.

"We have so far paid $1.250 million", he said.

But Erdogan said Russian Federation offered a better deal on pricing and joint production work.

Ankara has been infuriated by USA support for the YPG, which it considers a terrorist organization and an extension of the outlawed Kurdistan Workers' Party (PKK), which has fought an insurgency in southeast Turkey for more than three decades.

"This is not an attack system but a defense system. No, they didn't", he said.

Turkey has repeatedly proposed a joint-working group to assess the impact of the S-400 deal, but Washington has not yet taken up the suggestion.

Erdogan on June 12 said he "would like to discuss this issue by telephone and reverse it from the current situation back to where we started".

Russian Federation said on Tuesday it planned to deliver its S-400s to Turkey in July.
