Huawei to raise USD 1.5 bln to finance in-house development

In an interview, Huawei chairman Liang Hua said, "So far we haven't seen any tangible change", according to the Associated Press.

The head of the US Department of Commerce Wilbur Ross said that Washington will give companies a license to sell their products to a Chinese manufacturer of telecommunications equipment in the case that it does not threaten USA national security.

Trump promised last month to allow some sales to Huawei but said it stays on the "entity list".

"We're not saying that just because things have relaxed a little, we're fine with being on the blacklist", he said. He says "our stance is that the entity list should be lifted completely".

Trump's export curbs are a blow to USA suppliers of chips and other technology for which Huawei is one of the biggest buyers.

The Bush administration has significantly eased restrictions on the cooperation of American business with the Chinese Huawei.

Why it's important: It had always been suspected that Huawei was developing its own mobile operating system, named Hongmeng, as an alternative to Android by the time Google pulled Huawei's license to some services in order to comply with a United States trade ban on Huawei in mid-May.

"The open Android operating system and ecosystem is still our first choice", Liang said. "We still haven't decided yet". Huawei announced plans in January for a next-generation smartphone based on its own chips.

The Americans blacklisted the company because Huawei "would pose a threat to national security".

Strayer said Washington wants to avoid hurting US suppliers of materials that are available from other vendors.

In other words, applications to sell to Huawei will require the same level of assessment, but some licenses may be granted provided there is no presumed threat to security.
