Mueller had been scheduled to appear on the morning of July 17 before the House Judiciary Committee and then that afternoon before the House Permanent Select Committee on Intelligence. Mueller had been scheduled to appear before both committees for two hours of questioning. Democrats had sought to question the deputies behind closed doors about the special counsel investigation.

American media had reported earlier on Wednesday that some committee members viewed the originally planned sessions as too short. "A senior source said there was a "breakdown in negotiations" to have Mueller appear".

In this May 29 photo, Robert Mueller speaks at the Department of Justice about the Russian Federation investigation. CNN reported on Thursday that the committee had met with David Archey, a senior Federal Bureau of Investigation official on Mueller's team, in closed session.

Members of both parties have expressed worries that the hearing's scheduled format, which would give roughly two hours each to the judiciary and intelligence committees, doesn't provide enough time for all members to ask questions about Mueller's investigation of Russian interference in the 2016 USA election.

Lawmakers started to contemplate a delay when Judiciary Committee members noticed that lots of the panel's much less senior lawmakers wouldn't get time to ask questions.

Mueller's highly anticipated appearance was pushed back at his request, Judiciary Chairman Jerrold Nadler, D-N.Y., and Intelligence Chairman Adam Schiff, D-Calif., said in a joint statement.

The official, who declined to be named to discuss the confidential negotiations, said that the committee had recently heard nearly five hours of testimony from another member of Mueller's team.

Under the new arrangement, Mr Mueller will testify for an extended period of time - three hours instead of two - before the House Judiciary Committee.

The Judiciary Committee has more members than the intelligence committee.

"I think that would be the ideal situation, for sure", said Rep. Pramila Jayapal, a Washington Democrat. However, congressional Democrats made it clear that they wanted to hear from him regarding the investigation and report.

Some Democratic House lawmakers have called the report a road map for further investigations and more than 80 House Democrats have called to begin an impeachment inquiry for President Donald Trump.

That means the committees may have to go through a lengthy court process to get more information.

Mueller will now appear before the House Judiciary Committee and House Intelligence Committee on July 24 for two separate hearings.

"I'll be disappointed, but I'm hopeful", Pennsylvania Democratic Rep. Madeleine Dean, a Judiciary Committee member, said Thursday.
