Doctors' Strike Against NMC Bill Continues, Healthcare Services Affected

The Bill empowers the Centre to override the decisions and recommendations of the National Medical Commission and autonomous boards.

The resident doctors protested against the Faculty Association of All India Institutes of Medical Sciences (AIIMS) alleging that they are not taking a stand on the NMC Bill. We see a footfall of around 10,000 patients per day. This is so hard for patients.

PGIMER has appealed to the faculty members to remain present on duty as almost 1,200 resident doctors would be observing strike. "The NMC Bill will give undue favours to the private medical colleges or unaided universities by decreasing the percentage of seats under the controlled fee structure from 85 per cent to 50 per cent", they said.

"I have got strict direction from the health ministry to take action against the striking doctors". When contacted, RDA President, Safdarjung hospital, Prakash Thakur, said that protest will continue.

IMA on Wednesday warned the Government that the protest against the NMC Bill 2019 will be intensified.

The PGIMER said all the routine services, including OPDs and elective procedures, have been suspended till further notice in view of the indefinite strike call given by the resident doctors.

Another group of doctors, associated with Federation of Resident Doctors' Association (FORDA), who had planned to march to Parliament from RML Hospital, were prevented from venturing out, FORDA's general secretary Dr Sunil Arora claimed. The striking doctors of AIIMS protested outside its gate number 1.

From Saturday, a few Delhi government-run hospitals also resumed all the services, officials said. However, emergency services to resume at AIIMS with immediate effect.

A meeting between Union health minister Harsh Vardhan and a delegation of resident doctors of various hospitals was now underway.

Demonstrations and hunger strikes were held in several locations across the country against the Bill which the medical community has termed "pro-rich" and 'against the medical profession.

It provides for the repeal of the Indian Medical Council Act 1956. In addition, the Bill also proposes a common final-year MBBS examination, known as National Exit Test (NEXT), for admission to postgraduate medical courses and for obtaining a licence to practice medicine.

Doctors have shown their dissatisfaction over the ambiguity of the Bill. For example, the doctors are uncertain on the concept of NEXT and demolishing NEET-PG.

Doctors have also been raising concerns over section 45 of the Bill.

Besides, it will decrease the representation of elected members from 75% in MCI to 20% in NMC.
